can be used with tax closing features
Tax closing requires the use of tax_line_id field on the lines it needs to take into account. This new config ensures such a line is created for 100% taxes. An empty, 0-balanced line is also created for the base line, but this is acceptable.

- Removed old taxes of sales and purchase with percentage 8 and 3.8 that cannot be used anymore since 2018

- Added tags to show newly added taxies in VAT report(enterprise branch with PR #1628) for Switzerland
- Added fiscal positions mapping as well.

Each tax is linked to a tax group. Each tax group is display separately with the corresponding amount when the business reports (invoices/sale orders) are printed.
NB: Because each tax is now linked to a tax group. Every localization have been updated according it.
