[FIX] Project : Changing data & views loading order
This changes the order in which the data and the views are loaded.
Caused a problem in some fringe cases.
Install then uninstall project, playing around with discuss, when reinstalling project ,
system is trying to notify a partner and the weird order
in which the data and the views are loaded makes it bite the dust
