[FIX] l10n_pe: fix tax FRE to have the right tax code
According to http://cpe.sunat.gob.pe/sites/default/files/inline-files/anexoV-340-2017.pdf
The right tax for the FRE tax should be 9996 and not 9997
closes odoo/odoo#52387
