[REM] web: legacy code on action_report
Removing the code that allows to generate multiple reports with a single
action introduced in 410d6a703b434dd45e68adbc45693cc565fd9aa6 as it was
only used for l10n_ch and that this was abandoned in
5169b50efece9ca66aa486c493a43dc1d34abdbc.
