[IMP] l10n_uk: few improvements in UK localization,
- suppress old tax 17.5%
- updated 'Standard rated purchases from EC' from 17.5% to 20% to show correct value in enterprise report under [BOX 2] line
- Added missing tax, 'Lower rate sales (5%)', and also added a saperate tag for it
- improved tax name
