[IMP] (sale_)stock: move barcode settings to separate section
This commit moves the Barcode Scanner setting from the "Operations"
section in stock to a new "Barcode" section. This move is to support
additional barcode settings when barcode app is installed. Some
re-arrangement of additional "Operations" settings from sale module is
also done to help with layout (i.e. large blank space).
Supports "8. No touch: keyboard shortcuts" of overall barcode
improvement task.
