[IMP] tools, website, website_blog: speed up /blog perfs
Part of task-2211013 which optimizes performances, this PR focuses on `/blog`, `/blog/post` performances.
For a database with 20 blog posts & 20 tags, based on 50 tests, this is the optimistic stats:
