[FIX] l10n_ar: Enable AFIP document types
Enable Notas de Venta Documents, prepare prefix and set type so they can
be used.
Also update csv escape characters for COMPROBANTES COMPRA/CONSIGNACION in
order to proper display the csv en editors and githib.
closes odoo/odoo#67756
