Revert "[FIX] base ir.actions.report order pdfs when attachment_use option selected"
This reverts commit 529069996cec358c060a5b8f1bbf3955c37207a7, reversing
changes made to 76e085cbb7cdff9d24acf666ffd8b81d0601b626.
PR #30690 is a cleaner solution to the problem
than PR #30402.
