[IMP] account: usability improvements
- "Balance in GL" renamed "Balance in General Ledger" on dashboard
- "Entries to review" button on dashboard adds 'draft' filter by default
- streamline hover effect of 'import statement' option with other bank journal buttons' on dashboard
- better look for l10n_eu_service setting
