[FIX] account_check_printing: compare float correctly
Example failing before this commit:
- amount = 11.01
- decimal = 11.01 % 1 = 0.009999999999999787
- 0.009999999999999787 < 0.01
Use correct float_is_zero method to test if there is decimal or not
Closes #18306
