[FIX] hr_timesheet: don't use `dict.fromkeys()` with a mutable default value

When used with a mutable default value, `dict.fromkeys()` builds a dict
where each key references the same value:

    >>> r = {}.fromkeys(['foo', 'bar'], {})
    >>> r
    {'foo': {}, 'bar': {}}
    >>> r['foo']['val'] = 1
    >>> r
    {'foo': {'val': 1}, 'bar': {'val': 1}}

Updating one key's value will change the value for all keys.
