[FIX] server: use SIGXCPU on supported platform only
When Odoo is stopped using CTRL+C on Windows, a Traceback is thrown
because the SIGXCPU signal does not exists on Windows.
With this commit, the check for SIGXCPU only occurs on supported
platforms.
Fixes #33311
