[FIX] account: Bank type should not allow reconciliation
Steps to reproduce the bug:
- Go to the chart of accounts
- Create an account A with user_type_id = "Bank and Cash"
- Go to form view of A and reconcilie button is hidden
- Go list view
Bug:
The reconcile toggle button was visible.
