[IMP] account: allow partial reconcile with same amount_currency
Task 1902206
When importing from winbooks, there might be entries with the amount_currency that matches but with an exchange difference that was not yet created. This commit allows to do a reconciliation without trying to do a full reconcile if it is the case
closes odoo/odoo#35055
