[FIX] web: load translations for login/db manager screens
This was broken by mistake at rev. d6c6f31231070213bfabf0afdadc7a45d6fd626a
partially undoing the introduction of this feature at
rev. 49c0ed64676322413511027fc716cab6c89615c9 (probably due to the
confusing name of that manifest option)
