[FIX] base: show Qweb views from reports
The commit 480184115d1855c434e57fae94cb1f8b197196e8 introduce a new
report type (qweb-text). It uses qweb syntax and views but the button
'Qweb view' is hidden in the report form.
This commit displays the button for the new type.
