[FIX] hr_skills: Fix skills widget table layout
The three columns in the skills widget (namely: skill name,
skill level and progress) did not evenly span the width of
the table.
This commit set the css width attribute of the first two
columns to 33%. The last column (added by js) takes the
remaining space)
closes odoo/odoo#31326
