[FIX] website_sale_delivery: unavailable carriers don't hide the other ones anymore
Backport of 48156efcd9eaa57629c9faf0ab3bdd76ff98ada2 + 44f64097314a9220bb6c4d7f9d2c17ddb461dda7 that fixed the problem in next versions
Revert of da563bcf5cc34608f380449c3919233074c8bd58 that hid warning for users in backend
One day, we will have to refactor website_sale_delivery. But today, we are the dung beetles.
