[FIX] google_recaptcha: remove autoinstall on google_recaptcha
You can enable it in base_setup when you need it.
Depends of base_setup and not ir_http or website because you need to
be able to enable it for web form e.g. (login?)
task-2375814 (for v14 minimal typo)
Labelling in master
