[FIX] l10n_co: commercial_partner_country_id no longer exists
Removed by b341b5ca73dafa94a305f8be82a5dd5d9ed3fe1e. This function
copied the check_vat constrains decorator before that commit. Instead
replace with country_id because the l10n_co check_vat function still
uses that field.
