[FIX] l10n_*: `try_loading` should stay in a `noupdate=1` data block
Oversight during 293ccca9e94a1cdf9ef5c65349c4a18edb2fb399
`try_loading` should be called on install only,
not on module update.
closes odoo/odoo#52877
