[MOV] doc: move documentation to a dedicated repository

In odoo/documentation-user#945, the developer documentation is merged
with the user documentation in a single repository and build config.

This commit then removes source files for the developer documentation
from the odoo/odoo repository.

TLS 1 and 1.1 are not recommended anymore
This configuration was generated with Mozilla SSL Configuration
Generator (https://ssl-config.mozilla.org) with a fairly conservative
approach:
- nginx 1.10.3, OpenSSL 1.1.0l (Debian Stretch)
- Supports Firefox 27, Android 4.4.2, Chrome 31, Edge, IE 11 on
  Windows 7, Java 8u31, OpenSSL 1.0.1, Opera 20, and Safari 9

Before this commit, links to the documentation were referenced the
previous version, 13.0, instead of the current one, 14.0.

Eventhough there is a redirection done by NGINX of a "versionless" URL
to the latest one (e.g. /documentation/user/general/auth/google.html
-> /documentation/user/14.0/general/auth/google.html as of today), the
goal is to keep links owrking for users that will still be using the
14.0 in three years (and should not endup on the 17.0 doc).

[DOC] update debian dependencies

On a fresh Linux Mint installation, the libraries used by Pillow and
psycopg2 are not installed. This update the list of dependencies so
users don't have to dig through Pillow/psycopg2 documentations in
order to find and install the missing dependencies.

Ubuntu (Debian Buster=11.0, Ubuntu Bionic=10.0)

[FIX] doc/deploy: add recommendations for firewall rules

In some situations it is important to protect the Odoo service from
direct access from the internet, or to protect internal network
resources from the Odoo server itself.

This is heavily dependent on deployment requirements, and for standard
installations on a public cloud system, this may not be necessary.
Yet it seems useful to mention it in the deployment recommendations,
as it may not be obvious to our users.
