[MOV] doc: move documentation to a dedicated repository

In odoo/documentation-user#945, the developer documentation is merged
with the user documentation in a single repository and build config.

This commit then removes source files for the developer documentation
from the odoo/odoo repository.

[IMP] doc: add link to tutorial in client actions reference doc

The doc for client actions is currently too minimalistic to be of much
use. This commit adds a seealso linking to the related tutorial.

[IMP] doc: How to add a print action on a report record

If you define a report using `` it will implicitly add that
action to a Print menu in the model's views. If you use ```` to
do the same, that won't happen unless you also set `binding_model_id`.

In older versions that wasn't really an issue because people mainly used
``, but it was deprecated in 13.5, hence this update. And it
applies to versions older than 13.5 as well, I tested until 11.0.

[DOC] Ir Actions Server documentation

Since commit 8fa9f7d6d4bc75bb78547358c3cb1c398b1a52ca refactoring the
actions server, the documentation was outdated.

This commit removes and fixes the documentation on ir.actions.server.
Also adds the display of the docstring of the IrActionsServer class from
odoo.addons.base.models.ir_actions.

Solves #31044
