[IMP] hr_holidays: Fix the filter collapse issue.

Currently, When go to time off > Managers menu > open 'Time off' menu,
now switch view to calendar view and try to collapse "Time off Type "
filter . it does not collapse due to extra white sapce in the title
and due to that data-target does not set properly.

so in this commit, replace the title's white space with '_' and set the
data-target properly so it works good.

[IMP] base,web: add scales param to calendar

This commit adds the parameter `scales` in the calendar view's template.
This parameter can be used to choose which mode(s) is/are allowed.

This commit also refactors the way we manage calendar scales.
Before scales were defined in model and renderer, now it's defined
in the view and given to model, controller and renderer by params.

Before this commit, the calendar view showcases tasks by deadline. Because it is a simple date field, the day/week modes don't have much value and are even confusing to the users, who expect to be able to define timeframes.

In addition, the quickcreate doesn't allow to select a project. This is problematic because it leads to "ghost" tasks.

[FIX] web: calendar: hide event span when not used

Due to commit odoo/odoo@8e48ba3eb59939cb5f8bdb715afa5e520b532a00
a span was added to show the time before the title on a event in
month view.

This commit, hide the empty span when is not needed, to avoid empty
blank space.

Steps to reproduce:
* Go in calendar app
* Go in view week (BUG)

Before this commit, when user attempts to edit or delete a private
event without being an attendee, it raises an access right error.

This commit disables edit and delete buttons in this case, in
addition to hide event details.

[IMP] web: prevent tooltip duplication on a responsible in the calendar

Before this commit,
Hovering on a responsible on the right column of the calendar will:
    - show a classic yellow tooltip
    - show a custom tooltip with a bigger image

After this commit,
Hovering on a responsible on the right column of the calendar will:
    - show a custom tooltip with a bigger image if image exist
      else, show classic tooltip

[REF] web: calendar: allow disabling the delete button

In this commit, we add a new attribute "Delete" for user conveniency
if he don't want 'Delete' button on popover card they easily achive
by "delete=false" attribute and also add a testcase for it.
