[REF] models: use stock to implement location_out_id into the Putway Rules Menu

Description of the issue/feature this PR addresses:

On the Location/Location-ID/PutwayRule we have the fields:

location_in_id = When Product Arrives

locatio_out_id = Store To

As the products arrives in the WH/STOCK location and due the putaway rules goes to other location then we have the fields populated like:

location_in_id = WH/Stock

location_out_id = location opened in the view.

Due this domain setup the list is returning empty, and then the solution that I applied is to check if we have the location selected in the location_in_id or location_out_id and show the entries.

Current behavior before PR:

Only looking for the from into the location_in_id

After PR merged :

Looking for the values from the location_in_id or location_out_id.

Steps:
- Install Inventory and Dashboard
- Go to Inventory > Reporting > Inventory Report
- Click Favorites
- Add to my Dashboard is missing
- Open the Favorites dropdown again
- Click Add to my Dashboard

Bug:
Error: Could not add filter to dashboard

Explanation:
This report action window is created dynamically by the server action
`action_view_quants`. The `id` isn't present, but it's not needed to
display the view. However, in order to create a dashboard item, the `id`
of an action is required as seen here:

This commit adds the ID of a new simple `ir.actions.act_window`. Reusing
`product_template_open_quants` is not possible because, when refreshing
the page, the view hasn't got any `active_ids`.

The menu item only appears after reopening the Favorites dropdown
because the frontend checks if the `id` of the action is present here:

but re-renders it every time the dropdown is closed, no matter what:

This commit also prevents the item from appearing after clicking
multiple times on the button.

Steps:
- Install Inventory
- Go to Inventory > Configuration > Settings
- Enable Warehouse > Storage Locations
- Go to Inventory > Internal Transfers
- Create a transfer with a product and add done quantity to the product
- Come back to the list
- Select the Ready transfers
- Click Actions > Validate

AttributeError: 'bool' object has no attribute 'setdefault'

Explanation:
`button_validate()` can return `True`. https://github.com/odoo/odoo/blob/7e9d052beabe15d932e5d403f8ca2f4837c7d24f/addons/stock/models/stock_picking.py#L861-L931
Therefore, a `True` action can be propagated up to the traceback point.
Another solution could be to only accept dict actions when calling `clean_action()`

Force the quantity reserved on stock move line to be reserved to avoid
de-synchronisation with the reserved quantity on the quants.

On the package level form view, stock move lines was hidden if the
package level is in draft state.
The state is set to draft when the package level contains no move lines.

This means removing the last move line should make disappear the one2many
widget. This is problematic if we want to add a new move line
after that.

On a mobile, when editing a transfer operation, it is not possible to create a new lot/serial number.

To reproduce the error:
(Need a single company configuration)
1. Inventory > Configuration > Settings
2. Enable "Lots & Serial Numbers"
3. Inventory > Products > Products
4. Create a new one
    - Set "Tracking" to "By Lots"
5. Operations > Transfers
6. Create a new one
    - Add the product and set a demand
7. Save & Mark as todo
8. Enable the mobile mode of your browser & Refresh the page
9. Edit the transfer
10. On the product line previously added, click on details (to set the quantitiy done)
11. Click on "Add"
12. Click on "Lot/Serial Number" field
13. Create
14. Save

=> Validation Error (field Company is missing)
