[FIX] mail: update and re-render the activity view

Before this commit: when props change, the internal state of the widget not
updated for the activity view. So it creating many issues:
    - The count of the progress bar doesn't go to update while scheduling
      the activity of the same type.
    - Date displayed on cell not getting updated while changing the
      due date by clicking on the cell.

This commit will update legacy widget from owl component, one need to override
renderWidget and updateWidget instead of render and update method as this has
been changed from commit https://github.com/odoo/odoo/commit/f2de55322e4d417815e6757517163dd0cff544cc

After this commit: the acivity view will be updated based on activity changes

This commit replaces the use of utils.patch by the new class patcher and
makes the renderers that are converted to owl patchable.

[FIX] mail: correct activity due date on activity view

Steps to reproduce:
- install crm
- set your computer timezone to GMT-6 (Mexico city)
- go to crm > change the view to activity view

Current behavior:
all activities are one day off from their actual deadline
(an activity set to be due on the 7th of January shows as
6 Jan on the view)

Current behavior:
activities are displayed properly according to their due date

[IMP] web,mail: kanban progressbar: filter on falsy value

This rev. makes the part of the progressbar corresponding to falsy
records 'alive': the user can now click on it to filter on records
whose value is false for the progressbar field.

[IMP] *: use new helper config.isDebug()

Before this commit, both config and session were aliases to odoo.debug.
Now, config.isDebug() should be call, with possibility to pass a parameter to
check if we are in a specific debug mode such as 'tests' or 'assets'.

None of the promise created in the activity renderer was correctly managed.
This is now the case.

[IMP] mail: add a progress bar by column in activity view

At the top of each column of the activity view, a progress bar is now
displayed below the activity type name based on activities scheduled.

Note that the progress bar widget is an extension of the kanban progress
bar as both have a very similar behavior.

In the activity view footer, it's now possible to create a new record
(and an associated activity). When clicking on the link, a 'SelectCreate'
dialog is opened and the activity is created when selecting a record.

For a record and an activity type (cell in the activiy view), a counter
is now displayed at the bottom right, that shows the number of
activities if more than one are scheduled.
