[FIX] mail: chatter autoloading loads more messages too quickly

if you check on any chatter with a lot of messages, you will see that it starts
loading all the messages as soon as you scroll down even just 1 pixel.
This makes a lot of loading of the messages for no reason unnecessarily.
What should happen instead is that it should load more message only when
scrolling all the way down to the bottom.This works fine in chatwindow & discuss.

With this commit, resolved this issue by providing the exact scrollable element
to the message list from parent component to the child. so with proper element
we can have proper scrollable heights and other dimensions as well to handle
load more messages properly.

[FIX] mail; hr: restore faster and more accurate mention suggestions

The code from v13 used to look for partners in JS before making the RPC, which
was much faster, and also gave better results by returning partners that were
already known and therefore more likely to be selected.

The same logic is reintroduced here, and further improved to take into account
all known partners and sort them according to the likeliness they will be
selected based on various criteria.

[FIX] mail: fix keyboard shortcut issue for small screen

Current behavior before PR:
When having a small screen, the composer in a chat window has no actual
shortcut to send the message.

Desired behavior after PR is merged:
'CTRL-Enter' keyboard shortcut will work for small screen size.

[FIX] mail, *: significantly reduce number of useless renders

* = hr_holidays, im_livechat, website_livechat

A huge amount of components where rendered for no reason, notably when typing a
new message (at every key press), which significantly slowed down the interface.

There were 2 causes to this number of renders:
- OWL rendering all children automatically, even if their props didn't change,
  unless `shouldUpdate` is overridden, which is now done.
- `useStore` selectors being way too generous in what they observed

STEPS:
* Created partner with following name: Putin's spokesman
* Tag the partner in a message: @Putin's spokesman

BEFORE: tag is not converted into a link
AFTER: the link is created

WHY: _generateMentionsLinks uses ``owl.utils.escape`` which is different from ``_.escape``

[FIX] mail: focus should be on composer after post message

PURPOSE

When sending a message by clicking on the "send" button manually, the focus
should stay on the text input (and the mobile keyboard should stay open), so
that it is possible to quickly send another message afterward without having to
re-click manually on the text input

SPECIFICATION

the focus should be set to composer automatically after sending a message

[FIX] mail: avoid marking hint as resolved before message list render

This change highlighted issues with the async behavior of `useUpdate`, which
was no longer necessary and therefore reverted.

This in turn highlighted issue with animation of chat window unfolding, making
restoring of scroll position not work as intended due to the message list not
having its whole height available during some time after render. This animation
being minor (and even annoying in some cases) it was decided to remove it.

[FIX] mail: fix race conditions, especially with scroll

The `_update` of some components must take place before the `_update`
of other (usually sibling) components that might directly influence their
layout. This is in particular the case for `_update` that are relying on height.

Prevent force save of scroll position if there are pending hints to adjust it,
and prevent pending hints from overriding new scroll value.

Prevent flicker with message date.

This should fix all known issues related to incorrectly saving or restoring
scroll position.
